The current Blue Badge Scheme is governed by regulations approved by parliament in March 1992. The scheme is principally designed to allow people with severe walking disabilities to park close to places they wish to visit. It is essential that badges are issued only to people who would otherwise be unable to visit shops and other public buildings. There are 2 categories of qualification, as follows, but it should be noted that the ultimate decision to issue or refuse a badge rests entirely with West Dunbartonshire Council.
Automatic Criteria
You will automatically qualify only if you have one of the following: -
- Mobility Allowance / Higher Rate Mobility component of the Disability Living Allowance
- War Pensioners Mobility Supplement
- Registered Blind
- A Government Grant for your own vehicle
- A vehicle supplied by a government department
If you are claiming under any of the above categories please ensure that the following are returned with your application form.
- Completed application form
- Two up-to-date passport style photographs of yourself, with your signature on the back
- Proof of eligibility under the above criteria; e.g. Blind Registration number, letter from DSS confirming allowance with expiry date
Please note that if the expiry date of the allowance is less than three years from date of application then the badge will only be issued for the duration of the award.
Discretionary Criteria
Where clients do not automatically qualify for the badge, they are requested to provide a medical form, completed by a medical practitioner and returned to WEST DUNBARTONSHIRE COUNCIL.
If you are claiming under the above, please ensure that the following are included when returning the completed application form: -
- Two up-to-date passport style photographs of yourself, with your signature on the back
- A medical form, as supplied by this authority, and completed by your GP. Please note that you must sign the front of the medical form, giving your consent prior to handing the form to your GP. West Dunbartonshire Council is not responsible for the payment of medical fees
Discretionary applications may be subject to further assessment by a member of the Social Work Department's Occupational Therapy Staff.
Applying for a Blue Badge
To apply for a Blue Badge for an adult or a child please download the 3 documents below and return them to your local Social Work Office.
If your application is successful an administration charge of £2.00 (for new or replacement) will be made. Payment should be made by cheque or by cash payment at the Social Work Office on collection of your badge.
