Allowances
West Dunbartonshire Council pay allowances for children cared for by approved foster carers at a rate set by the Convention of Scottish Local Authorities (C.O.L.S.A). Allowances are set according to the age of the child. These allowances are increased annually by the rate of inflation.
In recognition that foster carers are looking after children with complex needs and the demands made of foster carers, the child’s allowance may be increased between 50% and 100%. Enhancements are reviewed quarterly and may be increased or decreased.
Additional allowances are paid at Christmas, at a child’s birthday and two weeks of the long summer holiday.
Rates of payments change and details of allowances will be provided by a Social Worker from the Fostering and Adoption Team.
Equipment
West Dunbartonshire Council ensures that carers are provided with the equipment they require to undertake the task, for example, cots, beds, bedding, bedroom furniture and baby equipment.
Equipment is replaced when it is worn or broken.
The cost of Health and Safety equipment in respect of the age of the child carers are looking after is met. Car seats are included in this.
Clothing
Allowances cover the cost of clothing.
At the point of placement, an additional allowance, discretionary allowance, will be paid to enable the carer to purchase any clothing a child requires.
Discretionary allowances will be paid to purchase school uniform if a child transfers school.
Discretionary Allowance
There are circumstances where unforeseen financial demands are made in respect of a child where West Dunbartonshire Council will meet the costs.
These circumstances are wide and varied and will be discussed with the carer’s Link Social Worker.
Travel Expenses
Mileage, the cost of taxis and public transport is paid for any meeting a carer must attend with or in respect of a child.
Travel costs to training are also covered.
Child Care
There are occasions carers looking after pre-school children are required to attend training or meetings where the children cannot accompany them.
The carer is asked to arrange care with an approved child care provider, i.e. a registered childminder. The cost is met by West Dunbartonshire Council.
