The main function of the Licensing Board is to administer the licensing of pubs, hotels, off-sales, restaurants etc., as well as premises providing facilities for gambling, such as betting offices, bingo clubs, etc. under the Gambling Act 2005. This entails, among other things, dealing with applications for the grant, renewal and transfer of licences, permits, etc. and taking appropriate action where, for example, expected standards are not being met or maintained, or legal requirements are not being observed.
The Licensing (Scotland) Act 2005, which will eventually repeal the Licensing (Scotland) Act 1976, radically changes Scottish liquor licensing law. Categories of licenses, e.g. pubs, off-sales, etc. will be abolished and premises and personal licenses will be introduced. A period of transition, leading to full implementation of the new Act, will run from 1st February 2008 until 1 September 2009, "the single appointed date", when all new licenses and the majority of the Act's provisions will take effect. The Licensing Board considers licensing applications at Meetings which are held in Dumbarton and Clydebank alternatively. Certain non-contentious applications are dealt with by the Clerk under delegated powers.

On 6 November 2007 West Dunbartonshire Licensing Board approved its Three-Year Licensing Policy Statement, which has now been published in terms of the requirements of the Licensing (Scotland) Act 2005.
