The Estate Management and Enforcement service is part of the Tenancy Services Section within the Housing, Environmental and Economic Development Department. The service is made up of 15 Enforcement Officers who provide an Estate Management service to over 13,000 properties.
What is The Role of The Enforcement Officer in the Estate Management Service?
The role of the Enforcement Officer is a challenging and varied one. It involves close liaison with a wide range of agencies and departments, both within West Dunbartonshire Council and externally. Listed below are some examples of the tasks involved;
- Neighbour complaints and enforcement of tenancy conditions
- Mutual exchanges
- Successions and requests to assign tenancies
- Changes to tenancies such as a Joint to Sole tenancy
- Liaison with the Repairs section and the Capital Programme section to address environmental issues
- Liasion with other sections, departments and outside agencies in relation to the provision of services to our tenants and our housing estates
Service Delivery
Many enquiries can be answered by our Housing Advice Staff who provide general advice and information from our counter enquiry points in each of the three Area Housing Offices. However our Enforcement Management teams are based in the two local Area Housing Offices at Alexandria and Clydebank.
The service is managed by two geographical teams, one covering Dumbarton and Alexandria, the other covering Clydebank.
You can contact your Enforcement Officer directly either by calling into, or telephoning the area offices. Written correspondance sent to any of the three area offices will be directed to the appropriate officer. If you are unable to come into the office our Enforcement Officers will arrange a home visit.

Satisfaction
To ensure we continuously improve we need your feedback on the day-to-day service provision to gauge whether or not we are meeting your aspirations and the expected standard of service. We carry out exit surveys and collect your views when you have contacted the Estate Management service. We have already collected very useful information about our service and made changes to improve it following this feedback.

Communication
We are continually trying to improve the information available to tenants and waiting list applicants. We have developed a Tenancy Services newsletter called the Housing Standard which will be issued quarterly and our first issue went out May 2008. The Housing Standard will be used to give specific information about current issues and services and to report our performance.
