The Scottish Government issued guidance on Community Learning & Development in the report Working & learning together to build stronger communities.
Community Learning and Development Partnerships were asked by the Government to produce a strategy for community learning and development for their areas.

After extensive public & partnerhsip consultation, the Community Learning Development & Guidance Strategy, 'Working & Learning Together' was officially launched on the 11th May 2005
The strategy promotes the vision that a partnerhsip involving community stakeholders, funders and providers will work together to develop learning for communities, by communities, Iin communities with communities.
