The Planning etc. (Scotland) Act 2006 introduced a new statutory basis for development planning in Scotland, including the replacement of structure plans and local plans by strategic development plans (SDPs) and local development plans (LDPs). The new system commenced in February 2009 meaning once the West Dunbartonshire Local Plan has been adopted, preparation of a new Local Development Plan for West Dunbartonshire will commence.
As a first stage in preparing an LDP, the Council has prepared a Development Plan Scheme. The scheme sets out the Council’s programme for preparing and reviewing the LDP. It includes information on Development Plan coverage in West Dunbartonshire, details of the existing plans and the timetable for preparing replacement plans, including when it is proposed to publish the Main Issues Report and Proposed Plan and to submit the plan to Scottish Ministers, and information about what is likely to be involved at each stage.
The scheme also includes a Participation Statement stating when, how and with whom consultation on the plan will take place, and the Council’s proposals for public involvement in the plan preparation process.
The first West Dunbartonshire Development Plan Scheme and Participation Statement (below) is dated 31 March 2009 and reflects the position of the Council at this time. This document will be reviewed annually.
