Action Points

 

  • Enable physical, financial and intellectual access to cultural services and events and develop projects which attract audiences at risk of exclusion


  • Acknowledge and support the role of local cultural organisations as providers of community access to culture and arts, work with local and national bodies in developing and enhancing the range of cultural provision and investment locally and promote partnership working including with the Loch Lomond and the Trossachs National Park in relation to culture and heritage


  • Review the funding structure for cultural provision including core budgets, external funding bids and grant awards to local cultural organisations and provide external funding information and application assistance to local cultural organisations.


  • Enhance our cultural presence on WD's Web Portal by piloting a Digital Stories initiative on the Web Portal and developing a digitisation programme including artefacts, paintings, archives and local history collections.


  • Develop a WDC wide portfolio of cultural, sports and leisure facilities to develop a small scale "string of pearls" approach to venues.


  • Develop an expanded programme for the Touring Gallery following delivery of the new Mobile Library, develop handling/loans collections of artefacts for school and community use and establish cultural links with other Councils to share information and "buy into" touring productions and exhibitions.


  • Develop the Community Learning Plan for Culture, ensuring that learning is central within cultural provision and building on the People's Network by developing learning content and courses.


  • Complete the retrospective documentation of artefacts and local history collections using Adlib, develop interpretation and education packs based on collections to enhance and increase the use of collections and enable increased access through new technologies.


  • Build on the Minister's visit through the theme of culture to consult with stakeholders in further development of services.


  • To establish a condition and conservation scheme and rolling restoration programme to care for artworks, develop a collections storage facility and develop a database of Council owned exhibition equipment.


  • Work to integrate arts and heritage into the regeneration and urban design process.


  • To promote Gaelic and other languages spoken in West Dunbartonshire.


  • To develop links and cultural exchanges between West Dunbartonshire and other countries including Town Twinning programmes.


  • Develop a central "clearing house" of cultural events taking place throughout the year, producing a "What's On in West Dunbartonshire Guide" both on the Portal and in brochure formats, including the "Under One Banner" Summer Programme.


  • Build on early meetings of the officer group established within the Council to map cultural provision to co-ordinate and promote the full range of cultural activities taking place within the Council area and develop a single strategy for the continuous promotion of cultural events be they heritage, sports or leisure pursuits.


  • Work closely with the Tourist Board and partners on the Tourism Strategy and implement the West Dunbartonshire Outdoor Access and Countryside Ranger Strategies.
